Coun Robert Finnigan, who attended the four day hearing as advocate for local residents, said: “It has been a gruelling process with Leeds City Council’s decision making under the planning spotlight.

“The claim from Leeds City Council that they could not find any alternative site other than Cottingley Springs from the 214 identified sites in council ownership will be closely scrutinised. I find it impossible to believe that out of 214 alternative sites considered not one of them was found.

“I don’t believe the council have been able to prove their case that there is no other site across the vast Leeds City council area that could take a small 12 pitch traveller site.”

A final decision is expected before the end of the year.
